Scotland Independent Review Report 2017 – For Public Comment

In 2018, the Independent Reporting Mechanism (IRM) published its assessment report for Scotland’s first action plan, prepared by the independent researcher, Andy McDevitt. It covers the full action plan implementation period of January 2017 through December 2017.

The IRM findings are summarized as follows:

Scotland showed strong institutional participation during co creation and implementation of the OGP action plan. The commitments focused on improving citizens’ ability to monitor the government’s performance in key policy areas and participate in government policy and spending decisions. Moving forward, the Scottish Government could establish an inclusive OGP governance forum to improve CSO engagement, deepen its commitment to financial transparency and build a stronger focus on accountability.
