1. Context and Background

The UK Open Government Network (UK OGN) is a coalition of civil society organisations and active citizens dedicated to rebuilding public trust through the principles of open government: transparency, accountability, and stakeholder participation. Since 2012, the UK OGN has served as the official civil society counterpart for the UK Government in the Open Government Partnership (OGP). It coordinates civil society input into all UK National Action Plans (NAPs), connecting reformers across the four nations (Scotland, Northern Ireland, Wales, and UK networks).

The UK OGN is in receipt of a small amount of money from the OGP’s Helen Darbishire Fund for Civil Society 2025-27, to allow for support for the UK OGN and effective planning and coordination ahead of the next UK NAP.

Involve is the UK’s leading public participation charity, instrumental in establishing the UK OGN, and acts as the lead civil society organisation (CSO) and fiscal host for this contract, with the UK OGN leading the delivery.

2. Scope of Work and Key Responsibilities

Answering to the UK OGN Steering Committee, the successful contractor will be responsible for the following areas:

  • UK OGN Coordination
    • UK OGN support: Organise and facilitate regular virtual meetings of the UK OGN steering committee.
    • Communications and engagement: Maintain the OGN website, social media channels and produce and circulate two newsletters. 
    • MSF Support: Coordinate civil society attendance and input for the UK Multi-Stakeholder Forum (MSF) meetings.
    • Inclusion of new voices: Actively seek out and facilitate the participation of marginalised voices and new organisations that have not traditionally engaged in open government work, whilst embedding inclusive practices that enable the organisation to be more representative and accessible.
  • Four nation engagement: Engage with the devolved nations and local members’ and support relevant open government work where necessary.
  • Develop a plan to secure sustainable funding
  • Business case: With the UK OGN Committee, develop a strong business case for the development and sustainability of the UK OGN and identify a range of potential funders.
  • Fundraising bids: Work with the UK OGN Committee to draft fundraising bids to identified funders using the developed business case.
  • Begin to build a ‘network of networks’ for NAP 7
    • Strategic planning: Assist with the delivery of a UK OGN in person away day and strategic planning session – (to be delivered end November tbc).
    • Mapping and outreach: Commission an individual/organisation to undertake a stakeholder mapping exercise and plan, for outreach and recruitment to the network.
    • Engagement: Produce an engagement plan to engage a broader range of voices in NAP 7.
  • Co-creation: With the UK OGN committee, create a co-creation plan that will enable a broad range of voices to be represented within the NAP 7.
  • Plan for NAP 7: Deliver an online workshop aimed at consulting a range of groups on preparations for NAP 7

3. Required Skills and Experience

The Project Coordinator will be expected to demonstrate an understanding of the following areas:

  1. Open Government: A working knowledge of the purpose and processes of the Open Government Partnership, the NAP process, and the core principles of transparency, accountability, and participation.
  2. Civil Society Coordination: Experience in managing a multi-stakeholder network (including volunteers) and delivering across diverse, geographically separated groups (e.g., the four UK nations).
  3. Policy and Co-creation: Experience in facilitating collaborative policy development between civil society and government officials (or similar), ideally developing ambitious and measurable policy commitments.
  4. Communication and Advocacy: Excellent written and verbal communication skills, with the ability to articulate the work of the UK OGN, OGP and the NAP process.
  5. Project co-ordination: Strong organisational skills with the ability to manage timelines, deliverables, and budgets.

  3. Financial Proposal: A breakdown of the budget including days worked and reasonable anticipated expenses.
